The latest results from the National Assessment of Educational Progress (NAEP) paint a sobering picture of American education. Average reading and math scores among 12th graders fell to their lowest levels on record in 2024, while eighth graders’ science scores also declined significantly.
These aren’t just numbers on a page. They represent millions of students entering college and careers with fewer skills than their predecessors, at the exact moment when technology and society demand more of them, not less.
The Data Tells a Story
The specifics are alarming:
Math Performance:
- Only 22% of 12th graders performed at or above proficiency
- 45% scored below the most basic achievement level
- The average score of 147 (on a 300-point scale) was the lowest since testing began in 2005
Reading Performance:
- Only 35% of high school seniors read at or above proficient level
- 32% lacked basic reading skills needed to draw conclusions from text
- Average scores hit their lowest point in more than three decades
Science Performance:
- Only 31% of eighth graders scored proficient or higher
- 38% earned scores below the basic level
- Scores fell across all performance levels, meaning both high and low achievers are struggling
Perhaps most concerning: the gap between the highest and lowest-performing students is widening. While top performers held steady, students at every other level declined.
The College Readiness Crisis
These scores signal that an increasing number of students will need remedial courses before they can begin college-level work. This delays degree completion, increases costs, and discourages students who already doubt their academic abilities.
The real question is: Why are students reaching 12th grade without the skills they need?
What’s Missing: The Science of How Students Actually Learn
The NAEP results reveal a fundamental disconnect between how we’re teaching and how students actually learn. Consider these factors:
Post-pandemic priorities: Schools emphasized math and reading recovery but often did so by increasing lecture time and homework, the very approaches that research shows are least effective for retention and transfer.
Declining student motivation: The NAEP science survey found that students’ interest in science has dropped since 2019, as has their participation in hands-on scientific inquiry. When students are passive receivers of information, engagement and learning both suffer.
The lecture trap: Traditional teaching relies heavily on teacher explanation with students listening passively. But as John Hollingsworth, co-founder of DataWORKS Educational Research, has documented through observations of over 25,000 classrooms, the brain needs multiple exposures (as many as 24 meaningful interactions with new content) for information to transfer from short-term to long-term memory.
The Path Forward: Engagement Is Non-Negotiable
The solution isn’t to teach more content faster. It’s to teach differently.

- Explicitly taught with clear explanations and modeling
- Practiced immediately through guided practice with teacher feedback

- Reviewed systematically to build long-term retention
When students track along as the teacher reads, respond in unison to questions, work problems on whiteboards, and explain their thinking to partners, they’re not just “engaged for engagement’s sake.” They’re getting the repetitions their brains need to actually learn the content.
What the Research Shows
John Hollingsworth points out that students learn best when they have structured opportunities to interact with content through:
- Reading aloud together to build fluency and comprehension
- Using gestures and physical movement to reinforce concepts
- Explaining their thinking to partners to deepen understanding
- Writing and speaking in complete sentences to develop academic language
- Demonstrating understanding on individual whiteboards for real-time feedback
These aren’t add-ons for when there’s extra time. They’re the core instructional moves that make learning stick.
The Stakes Are Too High to Ignore
STEM performance has significant implications for national economic competitiveness and national security. The same is true for reading, the foundational skill for all other learning.
The NAEP results are a wake-up call. Students aren’t failing because they can’t learn. They’re struggling because too many classrooms still rely on instructional methods that don’t align with how the brain actually processes and retains information.
